摘要
高职院校的督导职能通常停留在对教学组织实施过程的督查、教学标准化引导层面,针对培养目标的合理性、培养方案实施的可行性、毕业生企业满意度等更深层次的评估难以开展。借鉴英美院校内部问责与校外评估结合,发挥区域院校联盟作用的经验,以市(高教园区)为区域范围,提出区域高职督导联盟体系的构建要实现两方面职能:一是统筹区域高职院校教学组织实施过程的督导;二是分专业开展质量保障体系优良性的评估,形成半官方的区域督导联盟委员会下设评估组织。
The supervision function of higher vocational colleges mostly stay in the level of teaching organization and implementation process supervision and standardization guidance, and the effectiveness of teaching quality assurance system is difficult to assess such as training objectives rationality, feasibility of the implementation of the training program and social satisfaction of graduates. Referring the experiences of combining internal accountability and external evaluation and taking advantage of regional alliance of higher education institutes in the UK and USA, the paper put forward to establish regional supervision alliance in two functions: the first is to coordinate the teaching organization supervision of regional higher vocational education, and the second is to evaluate the effectiveness of the quality assurance system. The final aim is to establish semi-official evaluation institution under regional supervision alliance committee.
