坚持问题导向创新监区管理模式的实务探索--长春铁北监狱实行“二三三”制监区管理新模式的调研与思考

Practical Exploration on Problem Oriented Innovation of Prison Management Mode——Investigation and Reflection on the Implementation of “233” Management Mode of Changchun Tiebei Prison

监区管理是完善刑罚执行制度的重要环节,也是深化监狱管理体制改革、全面推进依法治监、实现监狱工作科学发展、体现行刑公正公平的关键所在。本课题研究以习近平总书记一再强调的"要有强烈的问题意识"为导向,以吉林省监狱管理局党委关于创新监区管理工作的要求为指导,以发现问题的敏锐、正视问题的清醒、解决问题的自觉为导引,以长春铁北监狱"二三三"制监区管理新模式为范例,试就新形势、新常态下的监区管理模式创建问题进行实务研究与实然探索。

Prison management is a significant step in complementing the system of execution of punishment, and also the key of deepening the prison management system reform, promoting the administration according to laws, accomplishing scientific development of prison work and reflecting the fairness of executions. This research project which is oriented by ＂focus on problem oriented＂ which is emphasized by Secretary General Xi Jinping, and take requirements of reforming prison management issued by prison administration bureau party committee in Jilin province as a guidance, tries to take the example of ＂233＂management mode of Changchun Tiebei prison, and explores the innovation of prison management mode under new situation.
