我国华侨权益保护专门立法问题探微

Legislation Concerning Rights Protection of Overseas Chinese

华侨权益保护专门立法是新形势下适应国情、侨情发展变化,完善中国特色社会主义法律体系以及侨务工作依法行政的需要。中央和地方各级侨务部门出台的有关保护华侨在国内权益的法规和政策已经逐步形成体系,为我国华侨权益保护专门立法积累了实践基础和可行经验。在操作层面上,我国亟待在进一步强化立法调研的基础上,尽快创制华侨在国内权益保护的专门立法。

Special legislation on rights protection of Overseas Chinese, adapting to the changes of the national conditions and Overseas Chinese＇s situation in the new situation, meets the need of improvement of the socialist legal system with Chinese characteristics, as well as that of administration by law of Overseas Chinese affairs. The regulation and policy on rights protection of Overseas Chinese in China by central and local Overseas Chinese Affairs Office have been gradually becoming a system,which lays a practical foundation and accumulates the feasible experience for special legislation on rights protection of Overseas Chinese. On the operational level, it is urgent to create special legislation on rights protection of Overseas Chinese in China based on further legislation investigation.
