As the key to the characteristic development of school-based curriculum,the local elements of curriculum system should be combined effectively. Starting from the actual demand of personnel cultivation,the faculty of tertiary education should be enhanced comprehensively so as to reach the standard for local development. In order to show the representativeness of school-based curriculum,the local economic industries,cultural industries and human development should be integrated tightly. The advantages of school-based curriculum on personnel cultivation can be reflected by the professional development principle of talent cultivation in higher education. All in all,in order to form an effective supplement to national and local curriculum of higher education,it is necessary to use multi-dimensional factors such as local economic factors and cultural factors effectively and optimize the curriculum resource so as to forma new development trend of higher education.
