当代中国利益表达机制的结构转型--基于国家与社会关系的理论视域

Structural Transition of Interest Articulation Mechanism in Contemporary China—— Based on Theoretical Horizon of State-Society Relationship

利益表达机制是利益主体通过一定的渠道或途径向执政党和政府表达自身的利益要求并得到其关注的一整套制度安排和运作方式。基于国家与社会关系的理论视域,当代中国的利益表达机制,从计划经济时期的替代性利益表达机制逐步转化为社会转型期以替代性利益表达机制为主体结构、自主性利益表达机制为辅助结构的状态。改革开放以来,社会结构性变迁引发了利益表达危机,应在"强国家-强社会"模式下,实现两类利益表达机制的结构性融合,进而建构社会转型期的均衡利益表达机制。

The interest articulation mechanism is a set of institutional arrangements and operations for members of the society to express their demands to and expect attention from the ruling party and government through certain means or channels. Based on the theoretical horizon of the state- society relationship, the interest articulation mechanism in contemporary China has gradually shifted from that of a unitary representative interest articulation in planned economy period, to a transitional structure in the transitional period, in which representative interest articulation is complemented by independent interest articulation. Since Chinese economic reform, the structural changes of the society have induced crises of interest articulation. Under the mode of Strong State-Strong Society, a balanced interest articulation mechanism ought to be constructed in this particular social transition period through organizational integration of representative and independent articulation mechanisms.
