Research on Pre-condition of Quarantine Declaration

本文以重庆、湖南、山东等省(市)开展的检疫申报前置条件的专题调研内容为基础,结合北京市和陕西省当前检疫工作的实际情况,阐述了动物检疫申报前置条件的内涵,介绍了检疫申报前置条件是否能够阻止动物疫病传播、是否具有可操作性和合理性、是否适应市场经济发展、是否合理合法等8个拟定专题的调研情况和现状,同时依据调研情况提出了相应的意见及建议,以期对《动物检疫管理办法》的修订提供参考。

Based on the special research on pre-condition of quarantine declaration in Chongqing, Hunan, Shandong and other provinces and cities, combined with the actual situation of quarantine work in Shannxi Province and Beijing, the connotation of pre-condition of animal quarantine declaration was stated. The research situation and the status quo of eight proposed research topics, for example, whether pre-condition of quarantine declaration can prevent the spread of animal disease, whether it is operable, reasonable and legal, and whether it is suitable to the market economy development, were introduced, in order to provide reference for the revision of Animal Quarantine Management Measures.
