“科技入园”视角下江西基层科技服务供给效应研究

"科技入园"作为江西省科技服务的一个重要品牌,自实施以来取得了显著成效,不仅密切了科技与经济的关系,是社会经济发展转型升级的有效路径,而且推动着基层科技服务水平的提升,破解了科技应用中的许多重点和难点问题。基层科技服务是"科技入园"的纵向延伸,而江西基层科技服务供给则是"科技入园"投入要素的直接应用。本文通过构建指标体系,实证研究了江西基层科技服务的供给效应,得出以下分析结论:从基层科技服务的多因素供给要素来看,它们对经济效应、社会效应和技术效应等弹性效应都是正向影响;从基层科技服务的单因素投入要素来看,它对技术效应的边际效应也是正向影响。因此,为进一步扩大基层科技服务供给效应,提出推动"科技入园"融合式创新、完善基层科技服务体系、提升基层科技服务效率和打造"互联网+基层科技服务"平台等相应的对策建议。

As a major technology service brand in Jiangxi Province, the Science and Technology Park has made remarkable achievements since implementation. Science and Technology Park is a valid path to transform and upgrade the socio-economic development, not only building a closer relationship between technology and economy, but also promoting the basic level of technology services and resolving many important and difficult problems in the application of technology. Grass-roots technology services is the longitudinal extension of the Science and Technology Park. Jiangxi grass-roots technology service supply is a direct application of input elements of the Science and Technology Park. By constructing the index system, this paper empirically studies the supply effect of Jiangxi supply of grass-roots technology services, reaching the following analysis conclusions： from the perspective of multi factor supply factors of basic technology services, it has positive effects on the elastic effect of economic effects, social effects and effects technology; from the perspective of single-factor input element of basic technology services, it is also a positive impact on marginal effect of technology effect. Therefore, in order to further expand the supply effect of grassroots science and technology services, this paper puts forward corresponding suggestions of promoting the integration innovation of the science and technology park, improving the basic technology service system, enhancing the efficiency of the grass- roots technology services and creating the platform of ＂Internet ＋ grass-roots technology services＂.
