城市矿产开发利用的政策创新

Policy Innovation on Development and Utilization of Urban Mineral Resources

通过梳理国内外城市矿产开发利用政策,指出我国城市矿产开发利用发展不平衡、总体利用水平低等问题的主要原因在于法规、政策支撑不足,为进一步促进城市矿产开发利用,需要对相关政策进行创新。通过研究回收市场政策、产业政策、技术政策、绿色财税政策这4个方面对城市矿产开发利用的影响机理,有针对性地提出了我国城市矿产开发利用相关政策创新的意见与建议。

By combing the related policies at home and a- broad, it found that the China＇s urban mineral resources ex- ists problems of unbalanced development and low level utili- zation. The main reason lies in the lack of policy and law support. In order to further promote the development and u- tilization of urban mineral resources, the relevant policies should be innovated. By studying the influence mechanism of the recycling market policy, industrial policy, technology policy, green finance and taxation policy on development and utilization of urban mineral, relevant comments and sugges- tions are accordingly proposed for policy innovation.
