摘要
评标是决定水运工程设计招投标过程中设计方案是否合理、标价是否适当和评标是否公正的关键环节。通过分析模糊层次分析法的内容和特点,确定建立模糊判断矩阵及判断其一致性的重要性,进而将FAHP引入评标方法进行研究,并结合实例对水运工程设计评标进行模糊综合评价,为水运工程设计优选中标单位提供一种新途径。
Bid evaluation is the key link to determine the rationality of design scheme, the proper bidding price and the justice of bid evaluating process. By analyzing the content and characteristics of fuzzy analytic hierarchy process, it is necessary to build fuzzy judgment matrix and judge its consistency. Furthermore, FAHP is used in the bid evaluating process for further study. A project case is cited to evaluate the bid of the port and waterway engineering design by using FAHP, which will provide a new means to select the company who wins the bid for the port and waterway engineering design.
