摘要
合同节水管理是一种基于利用社会资本先行投资、根据节水效果实现节水收益的新型节水管理模式。对合同节水管理模式的含义及提出背景进行了论述,从实践、政策、制度等方面分析了合同节水管理现状,指出了合同节水管理的有利因素和制约因素,对合同节水管理发展前景进行了预测。
Con tracted water-saving is a new type of management model for realizing benefits based on utilization of prior investment of social capital. Discussions are made on meaning of this model and background of its proposal. Both favorable and unfavorable conditions related to contracted water-saving management are evaluated from practical, policy and system respects. The prospect of its future application is also predicted.
