摘要
面对居住区停车供需矛盾日益突出,上海市近年修订、出台了一系列相关标准和指导意见,在停车规划、建设及管理方面进行探索。首先分析上海市中心城老旧小区停车难的主要原因,即小客车快速增长、停车历史配建不足、车辆随意停放且小区内部空间有限。为缓解居住区停车矛盾,上海市坚持区域差别化发展理念、动态调整居住区停车配建标准,在加强停车配建审核管理、鼓励小区内部挖潜扩容、推进停车错时共享、利用互联网+探索共享新模式、完善夜间道路临时停车管理机制等方面进行了积极的探索和实践。
In face of increasingly parking contradiction between demand and supply in residential areas, Shanghai has revised and issued a series of related standards and guidelines to make efforts in parking plan-ning, construction and management in recent years. This paper firstly analyzes the main reasons of parking difficulty in old residential areas of Shanghai central districts, including, rapid growth of cars ownership, inadequate parking spaces and unregulated parking. In order to relieve the parking contradiction in residen-tial areas, Shanghai adheres to support the concept of region-based parking differentiation, dynamical ad-justment in parking standard and strengthening parking facilities audit management, encouraging capacity expansion inside communities, advancing parking sharing in anachronism, sharing new modes with Inter-net+Exploration and improving temporary on-street parking management mechanism at night.
