关于创新高校治安防控体系建设的思考

创新高校治安防控体系建设意义重大,既是维护高校和谐稳定的战略举措,是助推高校科学发展的根本保证,也是构建和谐师生关系的重要途径。当前,我国高校治安防控体系建设由于防控决策泛化、未形成合理信息传递机制、职责分工不明等因素,存在着认知模糊、制度缺失、运行失灵的现实困境。创新高校治安防控体系建设,必须在政府支持保障、健全体制机制、建立防范制度、重视人防技防结合、构建安全文化等方面狠下功夫,实现校园治安防控体系建设现代化、高效化。

It is of great significance to innovate the building of university security protection system.It is a strategic measure which maintains harmony and stability of universities,is the fundamental guarantee of scientific development of colleges and universities,and is an important way to build a harmonious relationship between teachers and students.Currently,due to the factors of the generalization of decisionmaking in control and prevention in security protection system,the lack of a reasonable mechanism for the information transmission,and unclear division of responsibilities,etc,there is a realistic plight of fuzzy cognition,deletion of system and failure of operation.The government should provide support to innovate the security protection system. Great efforts should also be made in improving the institutional mechanisms,establishing prevention system,paying attention to the combination of civilian and technical prevention,building a safety culture,etc.in order to build a modern and efficient campus security prevention and control system.
