On the History of Institutionalization of Communist Party of China's Ties with the Masses

中国共产党联系群众制度化建设的历史发展主要经历了三个阶段,即新民主主义革命时期中国共产党联系群众制度化建设阶段、建国后头30年中国共产党联系群众制度化建设阶段、十一届三中全会以来中国共产党联系群众制度化建设阶段。党在联系群众制度化建设历史进程中积累了宝贵的经验,主要包括:明确党群关系制度化建设的战略地位是前提条件;充分发挥党员干部的模范作用是关键环节;积极引导人民群众的民主监督是核心要求。在全面依法治国新的历史条件下,建设马克思主义"法治型"执政党是进一步加强联系群众制度化建设的时代要求和努力方向。

Historical development of institutionalization of the Chinese Communist Party＇s main contact with the masses are in three stages,namely：the period of the new democratic revolution China Party masses system construction stage,the first thirty years of construction of the Communist Party contacting with Chinese masses system,construction of Communist Party contacting with masses system since the third Plenary Session of the 1 1th CPC Central Committee of China.And the construc-tion of the historical process has accumulated valuable experience,mainly including：define that the strategic position of the con-struction of the Party-masses relationship system is a prerequisite;give full play to the exemplary role of Party members and cadres is the key;the core requirement of democratic supervision of the masses to actively guide.In the overall rule of law under the new historical conditions,the construction of Marx＇s ＂rule of law＂ the ruling party is to further strengthen the construction of the requirements of the times and the masses system effort direction.
