日本“立法法”探析

日本虽然没有一部成文的《立法法》,但是多年的理论积累与实践经验中实际上形成了很多规律性的立法制度。比较研究日本实务操作中的"立法法",例如立法权限设置尤其是地方立法权的边界,如何进行立法规划、立法评估,如何鼓励公众参与立法,如何提高立法质量、确保法制统一等立法制度,可以为发展完善我国立法制度,进一步加强立法技术规范等提供有益的借鉴。
