摘要
阐述了杭州九峰生活垃圾焚烧厂项目在规划选址、建设过程中面临的邻避冲突,分析了冲突产生的原因,介绍了该项目通过引入光大国际的经营理念,有效规避邻避冲突、取得市民认可、顺利通过前期工作取得各项审批文件并进入工程建设期。同时介绍了杭州九峰规避邻避冲突的措施、国内村企和谐共生的典型项目,以期为我国生活垃圾焚烧厂规避邻避冲突提供参考借鉴。
The project of Hangzhou Jiufeng municipal solid waste incineration power plant was suffered Not-in-my-back-yard（NIMBY）conflict during site election and construction. By introducing the operation philosophy of China Everbright International limited,Jiufeng plant avoided NIMBY conflict effectively,was accepted by local citizens,went through the preliminary work smoothly,obtained various approval files and has been under construction. We analyzed the conflict reasons and introduced the measures which Jiufeng plant adopted and typical projects that enterprises coexisted with villages harmoniously. It might provide a reference for other municipal solid waste incineration plants on NIMBY conflict.
