基于专利运营的知识产权公共服务平台建设的建议

Suggestions to Construction of Patent Operation-based IP Public Service Platform

[目的/意义]建设基于专利运营的知识产权公共服务平台,为创新型企业和创业者提供全方位的知识产权服务。[方法/过程]分析企业和创业者对知识产权公共服务的实际需求,指出目前知识产权服务平台存在的问题,进而提出平台建设建议。[结果/结论 ]目前知识产权服务平台存在专利运营内容不全面、专利信息深度挖掘和专利价值评估功能有待加强、全方位综合服务能力不足等问题;平台应优先涉及战略性新兴产业、覆盖知识产权服务全产业链,以及充分体现知识产权服务机构全方位功能;我国应在国家和区域两个层面构建以专利运营为核心的知识产权公共服务平台。

[Purpose/significance]The paper is to establish patent operation-based intellectual property public service platform to provide all-round IP service for innovative enterprise and entrepreneurs. [Method/process]The paper analyzes actual demands of enterprise and entrepreneurs on IP public service, points out existing problems of the platform at present, and then provides suggestions for platform construction. [Result/conclusion]The paper points out that existing problems the platform now are incomplete contents of patent operation, functions of deep-level mining of patent information and evaluation of patent value to be reinforced, and inadequate capacity of all-round and integrated service; the platform should involves first strategic emerging industries, cover whole industrial chain of IP, and fully embodies all-around functions of IP service institutions; China should construct patent operation-based IP public service platform at both national and regional levels.
