Study of Patent Information Service Norms under Collaborative Innovation Environment

[目的/意义]探讨建立专利信息服务规范,以提高专利信息服务水平和质量,促进专利信息服务良性发展。[方法/过程]阐述协同创新和专利信息服务概况及两者的关系,分析国内外专利信息服务发展现状及协同创新环境下的专利信息服务内涵和内容,提出地方专利信息服务规范。[结果/结论]结合协同创新环境下专利信息服务的内容,提出了适于新环境的5组地方专利信息服务规范,即专利信息的组织规范、集成规范、检索规范、利用规范和管理规范。

[Purpose/significance] The paper is to discuss to establish patent information service norms, so as to improve patent information service level and quality and promote the benign development of patent information service. [Method/process]The paper expounds the general situation of collaborative innovation and patent information, and the relationship between the both, then analyses thedevelopment situation of patent information service at home and abroad, and patent information service connotation and contents under collaborative innovation environment, then presents the patent information service norms. [Result/conclusion]It bases on the patent information service contents in collaborative innovation environment and proposes 5 sets of patent information service norms applicable to new environment, including organizational norm, integration norm, retrieval norm, use norm and management norm of patent information.
