分析PPP产生的根本动因,解释PPP的经济学本质(一种基于中间层理论的混合组织),并从混合组织的角度阐述公私合作制混合组织的存在条件、效率及其优势。然后,探讨PPP项目中可能出现的风险,介绍公共部门在PPP项目实践中取得的相关经验。
This paper analyzes the basic reason of the PPP produces, explains the economic essence of PPP （a mixture organization based on the theory of the intermediary）, and expounds the existence conditions, efficiency and advantages of mixed public-private cooperation organization from the angle of the hybrid organization theory Then, discusses the possible risk in PPP and introduces the experience that the public sector obtains in PPP practice
