当代社会政策的三大范式:社会质量、财税福利和社会发展

Three Paradigms of the Contemporary Social Policy: Social Quality Fiscal Welfare and Social Development

目前国内社会政策学界主要讨论三种范式:欧洲的社会质量范式、以美国的资产建设为典型的财税福利范式以及源自第三世界经验的社会发展范式。为将这三种范式进行比较研究,本文拟借鉴彼得·霍尔的政策范式概念,从范式的基本维度——问题本质的界定、理念框架、基本政策工具——对三种范式进行比较研究,以期对中国社会政策的发展有所助益。

At present, domestic social policy academics mainly discuss three paradigms: the social quality paradigm from Europe, the fiscal welfare paradigm typically exampled by asset building theory from America and the social development paradigm from the third world experience. In order to be beneficial to the development of social policy in China, this study, using Peter Hall's concept of policy paradigm, compare these three paradigms from three dimensions which including the definition of the essence of the question, the ideal framework and the basic policy tools.
