摘要 目前,我国对养老地产的投资、开发、运营三方面的职能区分并不是特别清晰。民政部与国家发展改革委2015年出台《关于鼓励民间资本参与养老服务业发展的实施意见》,既要鼓励民间资本参与机构养老服务,支持采取股份制、股份合作制、PPP等模式建设或发展养老机构,又要完善投融资政策,加大对养老服务业发展的财政资金投入。有条件的地区,可设立专项扶持资金,充分利用支持服务业发展的各类财政资金,探索采取建立产业基金、PPP等模式,支持发展面向大众的社会化养老服务产业。 At present,the functions of China's pension real estate:investment,development and operation are not particularly clear.in 2015,Ministry of Civil Affairs and the National Development and Reform Commission promulgated the "opinions on encouraging private capital to participate in the development of pension service industry",not only to encourage private capital to participate in the pension services,support the adoption of joint-stock,joint-stock cooperative system, PPP(government and private capital cooperation)etc.model construction or development of old-age care institutions,but also improve the investment and financing policy,increase of pension services for the development of financial investment.Conditional area,set up special funds to support,make full use of support the development of service industry of of all kinds of financial funds,exploring the establishment of fund industry and PPP mode,support for the development of the public pension service industry.
