基础科学研究需要怎样的制度安排——由引力波被发现引发的思考

基础研究是一个国家在经济发展到较高水平后保持增长态势,成为全球强国的重要影响因素。目前,我国基础研究和资金投入与世界创新型国家相比仍处于较低水平,如何加速基础研究进展已成为当前科技政策亟需解决的问题。发达国家基础研究制度已有较长历史,在预算经费分配、科研主体鼓励方面为我国提供了丰富的经验。通过对发达国家经费资助、创新激励等政策进行分析,为我国在基础科学研究领域保持先进性提出对策建议。

Basic research is a critical determinant for a country to be an international strong one while its economic development achieved a high level.The gaps of research quality and investment of basic research between China and world＇s leading innovation-oriented nations highlights the issues of reform for current scientific policy.A solution aimed at accelerating China＇basic research development becomes an urgency for current science and technology policy.The long history of basic research policy of developed countries with regard to budget allocation and encouragement of research subjects offer ample experience.In order to maintain the advance of China＇s basic research,the present study provides discussions and suggestions via analyzing developed countries＇ policies related to budget distribution and encouragement approaches of innovation.
