摘要 基础设施项目可持续性评价是基础设施项目决策的重要组成部分。在文献研究的基础上,构建了城镇基础设施项目可持续性评价指标体系。在评价过程中,针对基础设施项目可持续性表现出的随机性和模糊性等特点和评价过程中决策者可能存在的属性状态偏好,引入云模型描述基础设施项目可持续性的各属性,实现了基础设施项目可持续性的不确定性度量,并通过惩罚因子对属性值进行修正,提出了基于云模型的基础设施项目可持续性评价方法。 Sustainability assessment of infrastructure projects is an important part of the infrastructure project decisions. A sustainability evaluation index system of urban infrastructure project is constituted based on the literature research. During the evaluation process, due to the uncertainty of the sustainability of infrastructure projects such as the randomness and fuzziness and the property value preference that the policy makers may have, this paper introduces cloud model to descript the property values of the sustainability of infrastructure projects, to achieve a measure of the uncertainty of the sustainability of infrastructure projects and amend property values through castigation factor. At last, a case was used to demonstrate the feasibility and effective of the model.
