媒介素养教育的发展,是政治、社会、技术等各方面因素综合作用的结果。解密意识形态、维护国家安全和提高政府管理水平是媒介素养教育发展的主要政治需求;避免不良信息的伤害、提升媒介信息处理能力、应对媒介产生的文化问题及对家庭教育形成的冲击等是媒介素养教育发展的社会动因;媒介技术的发展及不同媒介间特质的差异,决定了媒介素养的内涵与外延不断地发生着变化。对不同需求的满足,集中体现了媒介素养教育的工具价值,也实现了媒介素养教育自身的良性发展。

The development of media literacy education （MLE） is a comprehensive result of political, social, technological, and other factors. Demystification, safeguarding national security and upgrading the management of the government is the main political de- mand to development of MLE; avoid being influenced by indecent information, improving the media information processing skill and dealing with the impact of media on culture and family education is the social force of the development of MLE; it is the development and characteristics of different media technology that determine the connotation and denotation of media literacy. To meet different needs embodies the MLE＇s tool value and makes its benign development.
