陆海统筹下沿海滩涂生态系统健康评价研究

A Study on Health Appraisal of Coastal Mudflat Ecosystems Under Sea-Land Coordination

陆海统筹战略为沿海滩涂的统筹开发利用提出了新的要求。针对目前沿海滩涂生态化开发过程中安全监管不足、开发秩序混乱等问题,为确保沿海滩涂开发中区域生态安全,掌握区域生态健康本底状况,本文提出了沿海滩涂生态系统健康评价的技术方法,建立了评价指标体系、权重确定方法以及综合评价方法,并选择典型地区开展了实证分析,研究结果可为沿海滩涂生态化开发统筹协调、动态管理、综合调控提供借鉴,为生态文明战略下的国土生态安全、生态空间管控红线划定等提供技术支撑和科学参考。

Sea-land coordination strategy has raised new requirements for development and utilization of coastal mudflats. In consideration of inadequate supervision and chaotic development in current coastal mudflat ecological projects, for purpose of ensuring regional ecological safety during coastal mudflat utilization, understanding fundamental conditions of regional ecological health, this paper has presented technical methods for health appraisal of coastal mudflat ecosystems, an appraisal indicator system, weight determination and comprehensive appraisal methods followed by empirical analysis with selected typical regions. The study results are informative for systematic coordination, dynamic management and comprehensive regulation in ecological development of mudflats, and can supply technological support and reference for national land ecological safety, red-line delineation for ecological space controt under the national ecological civilization strategy.
