发展金融租赁促进天津北方国际航运中心建设研究

Research on the Development of Financial Leasing to Promote the Construction of Northern International Shipping Center of Tianjin

在经济全球化的大背景下,依托港口打造国际航运中心,已经成为提高地区竞争力和实现区域经济发展的重要途径。中国作为世界第一进出口大国、第一造船大国,建设国际航运中心已经被确立为一项重要的国家战略。我国虽然在航运业务量上全球领先,但由于航运的中游和上游产业,如航运金融、航运服务等方面,与国际水平差距明显,至今还没有世界公认的国际航运中心。通过研究国际知名航运中心的形成条件、基本模式,与天津建设北方国际航运中心的任务目标、基础条件进行比较,认为发展航运金融是提升天津北方国际航运中心竞争力的关键,发展航运金融的突破口和着力点应放在金融租赁创新。

Against the background of economic globalization, setting up the international shipping center with backing of the port has become an important way to improve regional competitiveness and realize regional economic development. As the world＇s biggest import and export country, the first shipbuilding country, establishing the international shipping center has been confirmed as an important national strategy in China. Although China leads in shipping business around the world, due to the obvions gap of middle and upper reaches of the shipping industry with the international level such as shipping finance, shipping service and other aspects, so far, there is no world recognized intemational shipping center in China. Through studying the formation conditions, basic mode of well-known international shipping centers and comparing the goals and basic conditions of establishing the Tianjin Northern International Shipping Center, this paper considers that developing shipping finance is the key to enhancing the competitiveness of the Tianjin Northern International Shipping Center, the breakthrough point and focus of the development of shipping finance should be placed on the innovation of financial leasing.
