山西省IPTV监管平台建设方案研究

Research on the Construction Scheme of IPTV Regulatory Platform

结合山西省IPTV的最新发展状况,借鉴外省IPTV监管平台建设的经验,提出了一种适合本省IPTV监管平台的建设方案,通过对省级IPTV集成播控平台、联通传输分发节点、用户终端分别设立采集平台,从而实现信息采集以及数据分析和处理。利用EPG信息分析管理、IPTV频道扫描、违规信息检测及取证、审批信息管理与核查等高新技术手段实现了对IPTV技术质量、节目内容的有效监管,有效融合传统内容监管于IPTV监管平台,极大地提高了广播电视及新媒体等信息安全的保障水平和效率。

According to the latest development of IPTV in Shanxi Province,the paper draws lessons from the experience of constructions of IPTV regulatory platform in other provinces,puts forward a suitable construction scheme of IPTV regulatory platform. The platform sets up collection platform respectively from the provincial IPTV integrated broadcast control platform,Unicom transmission distribution nodes and user terminal so as to realize the EPG information collection as well as the data analysis and management. Also the platform achieves effectively supervision on the quality of IPTV technology and program content by high-tech means,such as EPG information analysis management,IPTV channel scanning,illegal information detection and evidence collection,examination and approval for information management and verification that efficiently integrates with the traditional content regulation. All of the means greatly improves the level and efficiency of information security for radio,television and new media.
