区域经济协调发展与完善财政转移支付制度研究

Study on Coordinated Development of Regional Economy and Perfection of Finance Transfer Payment System

改革开放以来,中国经济发展逐步加快,社会财富的积累速度达到了一个新的高度。但与此同时,我们也要关注到另一个问题,那就是日益突出的地区间经济发展的不均衡。基于目前中国社会主义市场经济制度的经济体制要求,从财政学的角度来看,政府必须充分发挥其主导作用,而政府应该通过哪些手段解决这一问题呢?其中的一种重要方式就是财政转移支付制度。那么又如何在中国目前政策水平的基础上,逐步完善财政转移支付制度以促进区域经济协调发展呢?本文将对此展开分析并提出具体的建议。

Since reform and opening-up,China has accelerated to develop its economy,with its accumulating rate of social wealth up to a new height.However,in the meantime,we shall also concern another issue：the increasingly striking unbalance of regional economic development.Then,how can we gradually balance regional economy？ Based on the current economic system requirements of Chinese socialist market economy,from the perspective of finance,we must give play to the goverment--the leading role.And how will the government solve this issue？ Finance transfer payment system plays an important role in this aspect.Then how to gradually perfect finance transfer payment system to promote coordinated development of regional economy based on Chinese current policies？ This paper will analyze above questions and put forward detailed suggestions.
