土地作为日常生活中最为基本的生产生活要素,有着极为重要的地位。自1982年,确立了土地国有化、集体化的宪法准则。经过三十多年的经济发展,土地财政问题、农村社会的抗争显性化等问题凸显。而赋予公民更多的土地权利或许是破题的关键。
