伪满时期,吉林省医疗机构设施简陋,日伪政权致力于西医医院的建设和发展,各市县虽然在传染病预防、传染病院、防疫所的设置、普及福民诊疗所、设立公立医院等方面做了很多工作,但日伪政权的目的就是通过官私立医院达到"中日亲善"。伪满的医疗机构在日伪政权的掌控下,除了为殖民统治服务,还卷入了日本战争体制下,为其侵略性服务。
