京津冀地区体育公共服务分层供给的路径与措施

Path and Measures of Sports Public Service Layer Supply in Beijing-Tianjin-Hebei Region

在分析京津冀体育公共服务协同发展基础及面临问题的基础上,从消费取向和供给主体的价值取向综合考量,充分发挥政府、社会和市场在体育公共服务供给中分工协作的力量,最大限度的满足公众对体育公共服务的梯级需求,同时满足不同消费能力和需求取向的个体体育公共服务福利最大化,实现区域协同发展的目标,提出体育公共服务阶梯需求与分层供给的构想,构建分层供给模型,设计京津冀地区体育公共服务分层供给的实施路径,分析该地区实施分层供给的基础、供给主体的重塑及供给责任的划分和供给的关键指标。为实现京津冀地区体育公共服务的分层供给提出:打破地域壁垒,统筹发展体育公共服务;积极构建各供给主体合作新机制;出台配套扶持政策,完善政策实施评估体系;因地制宜,梯度化分层推进;进行适应市场机制的改革和创新;加快推进体育公共服务产品和服务数字化建设等6项措施。以实现京津冀地区体育公共服分层供给的服务保障标准统一和制度统一,形成目标同向、措施一体、作用互补、利益相关的运行机制,促进该区域体育公共服务协同发展的进程。

On the basis of analysis of the development foundation of sports public services in Beijing-Tianjin-Hebei （BTH） Region and consideration from consume orientation and value orientation, give full play to the government, society and the market in the supply of public services in the sports division of the power of collaboration to maximize to meet the public demand for sports public services, while maximizing public welfare services to meet the different individ- ual sports spending power and demand-oriented and achieve coordinated development of the target area, proposed the idea of sports public service demand and hierarchical ladder supply, building layered supply model, design implementation path area of sports public service layer supply in BTH Region, analyz- es the key indicators in the region to implement tiered supply basis, the reconstruction of the main supply and the supply division of responsibility and supply. To achieve stratification supply BTH Region sports public service raised ： to break the geographical barriers to co-ordinate the development of public sports services ; actively build each main supply new mechanism of cooperation ; supporting the introduction of supportive policies, to improve policy implementation evaluation system ; local conditions, graded layered advance ; adaptation of the market mechanism reform and innovation ; accelerating the sports public service products and digital technology and other six measures. Unified service assurance standards and systems in order to achieve public service BTH Region sports layered supply unity, formed with the objective measures one, the role of complementary stakeholders operation mechanism, promote the process in the region sports public service cooperative development.
