Oceanographic Research Vessel Sharing Plan——A Significant Creation of the National Natural Science Foundation of China

为解决我国海洋科学研究项目出海调查用船难的困境,2009年国家自然科学基金委员会设立了"船时共享航次计划",通过合理、有效地调配考察船资源,将基金项目的出海需求与考察船的高效利用统筹起来。通过回顾共享航次计划立项背景和该项目在2010—2014年的工作执行情况,总结了共享航次计划取得的成果,以及海洋科学考察船共享使用制度、运行模式和组织管理形式等方面的工作。最后针对调查数据共享现状提出了改进建议。

To settle the difficulties of the shortage of oceanographic research vessels in our country, the Na- tional Natural Science Foundation Committee of China founded Oceanographic Research Vessel Sharing Plan in 2009. It is aimed at enhancing efficiency and optimization of the vessel resources, and coordinating the use demands of vessels for the different foundation projects and the efficient use of the research vessels. We have summarized the achievements made in the Plan from 2010 to 2014, as well as the use system of the research vessels sharing, the specific operating mode , the organization and the management framework of the Plan. In the end, we put forward our suggestions on the improvement of the Plan after the primary analysis of the present situation of the sharing of the survey data and the existing problems.
