加强基层农业科研院所科研管理工作机制创新的思考——以福建省农业科学院亚热带农业研究所为例

Thoughts on Strengthening the Innovation of Scientific Research Management Mechanism of Grass-Roots Agricultural Scientific Research Institutes,Taking the Subtropical Agricultural Institute of Fujian Academy of Agricultural Sciences as an Example

文章以福建省农业科学院亚热带农业研究所为例,重点分析了新时期基层农业科研院所的发展现状和存在的主要问题,并提出了提高项目立项率和成果获得率、强化项目过程管理、鼓励对外交流与合作等加强科研管理工作机制创新的举措和建议,以期为进一步提高基层农业科研院所科研管理水平提供参考。

Taking Subtropical Agricultural Research Institute, Fujian Academy of Agricultural Sciences as an example, present situation and existing problems of grass-roots agricultural scientific research institutes at the new period were mainly analyzed in the paper. Measures and suggestions for strengthening the innovation of mechanism of scientific research management were put forward, such as raising approval ratio of programs and achievement reward ratio, strehgthening management in carrying out of programs, encouraging international exchange and cooperation. These will provide references to further improvement of scientific research management level in grass-roots agricultural research institutes.
