精准扶贫视角下农地流转的创新研究——以普定县为例

An Innovative Research on the Issue of Rural Land Transfer in the Perspective of Targeted Anti-poverty,Taking Puding County as an Example

自农村土地改革以来,农民贫困和农地流转问题一直是"三农"问题的重中之重。文章以贵州省普定县为例,阐述了普定县农地流转的创新模式,如实物折算地租式、农民土地入股式、有针对性地转移剩余劳动力等,在此基础上,提出了创新农地流转的政策建议,如进一步加强农村土地确权、完善农村金融服务、完善农村土地流转经营权确权制度等,以进一步增加农民收入,促进农业现代化发展。

Since the trigger of the rural land reform, issues on rural poverty and rural land transfer have been the overarching problems under the whole picture. Taking Puding County of Guizhou Province as a case, innovative rural land transfer patterns were elaborated in the paper, such as paying rent with materials pattern, farmer poohng of land as shares, directed shift of surplus labors, etc. Based on above, suggestions of policy on innovate rural land transfer were put forward to improve the income of the mral residents and promote the development of modem agriculture, such as strengthening confirmation of land right, improving mral financial service, perfecting system for confirmation of right of rural land transfer and management, etc.
