农地资本化是转变农业发展方式和破解农业发展资金不足的重要途径。健全的制度保障、清晰的产权界定以及开放有序的流通市场是农地资本化的三个基本要件。在当前三权分置的农地产权框架下,我国的农地经营权资本化面临着既有法律制度抑制、交易费用偏高、关联制度缺失以及农地流转市场清淡等现实约束。为此,须从健全农村土地立法、完善农地产权交易体系、优化制度环境、构建风险防范机制等方面入手,创造有利于农地资本化的客观环境,推动农地资本化进一步发展。

The capitalization of rural land is one of the most important way for transforming agricultural development mode and supplying funds for agricultural development. Sound system guarantee,clear definition of property rights and open and orderly market are the three basic requirements of the capitalization of rural land. Now the capitalization of rural land in China are facing some constraints under the background of Three-right Separation,such as the suppression of existing laws,high transaction costs,deficiency of the associated institutions,the inactive rural land transfer market,and so on. Therefore,some measures must be taken to create an objective environment for the capitalization of rural land. For example,perfect the rural land legislation and trading system of rural land property right,optimize the institutional environment,and establish the mechanism of risk prevention.
