The theo- ry of holistic governance is put forward to response these problems. This theory has its high adaptability in explaining the Chinese mechanism for poverty alleviation. The frag- mentation of the Chinese mechanism for poverty alleviation is serious, and building the synergy mechanism for poverty alleviation is imperative.
