The Research on Civil Servants' Salary System in the Present Era in Our Country

摘要 公务员薪酬是公务员生活的基本保障,不仅直接关系公务员的切身利益,还对我国的政治、经济产生重大影响,是社会关注的热点问题。完善的公务员薪酬制度可以促进社会和谐,保证社会公平,提高行政效率。我国现行公务员薪酬采取的是"新职级工资制",主要依据是2006年实施的《中华人民共和国公务员法》,2015年鉴于基本工资长期未调整等原因进行了调整。目前我国公务员薪酬制度存在很多问题,如法律法规缺失、薪酬结构薪酬标准不合理、缺少合理的工资调整机制等,需要通过健全公务员薪酬制度法律法规、设置与能力和贡献挂钩的评价体系、建立比较机制,设定合理增长机制、改善绩效考核体系,激励高素质人才等措施逐步加以完善。 The servants' pay is the basic guarantee of their daily life, which not only influences the civil servants' interests, but also affects the politics and economy in our country. This is a hot issue of social concern. Perfect system of civil servants' salary can contribute to social harmony, guaranteeing social justice, and improving administra- tive efficiency. Now in our country civil servants' salary is "new rank wage", the main basis is the civil servant law of the People's Republic of China in 2006, which has been adjusted in 2015. At present, civil servants' pay system lacks laws and regulations sup- port, and pay structure and standard are not reasonable ,including lack of the reasonable wage adjustment mechanism. To improve the system,it is necessary to improve the laws and regulations, set up the evaluation system with abilities and contributions as well as the mechanism of comparison, the reasonable growth mechanism, improve the perfor- mance appraisal system and inspire high-quality talents.
