广西深化小型水利工程管理体制改革的实践

针对广西小型水利工程体制现状及存在的问题,提出适合本地的小型水利工程管理体制机制,确保小型水利工程安全运行和效益的发挥,主要措施是:1坚持政府主导,完善工作机构,全面推进改革工作;2把握政策,吃透精神,认清改革要求;3完善改革配套文件,确保改革工作顺利进行;4加大宣传和培训力度;5抓政策落实,多举措筹集改革经费;6加强督导考核;7总结推广改革成功经验,实现"试点先行,以点带面"。

In view of the current status and existing problems of small-scale water engineering management system in Guangxi, measures adaptive to local conditions while ensuring safe operation and benefits were put forward as be- low. Firstly, adhere to government-led, improve working mechanism, overall advance reform; secondly, grasp the policy, make out the requirements of reform; thirdly, perfect reform documents to ensure smooth advancing of reform; fourthly, increase publicity and training efforts; fifthly, grasp implementation of policy, raise reform funds by multiple measures; sixthly, strengthen monitoring and examination; seventhly, summarize and popularize the suc-cessful experience, conducting tests locally first before overall popularization.
