公共政策议程设置中民间组织参与现状、困境及提升路径探讨

The Current Situation, Predicament and Countermeasures of Non-Government Organizations' Participation in Policy Agenda Setting

社会结构分化和利益多元化背景下,多元利益主体参与政策议程设置能够促进政策相关者的利益表达,提高政府决策的科学化和民主化水平。民间组织作为一部分社会群体的利益发声器,可以通过制度化与非制度化的方式参与政策议程设置,成为政策相关者表达政策诉求的重要渠道。我国民间组织参与政策议程设置的实际效果不尽如人意,面临制度制约、信任困境和生存困境。为此,需要从制度建设、环境建设、自身建设等方面出发,以发挥民间组织在政策议程设置中的作用。

Under the background of differentiation adjustment of social structure, multiple interests participate in the setting of political agenda in order to promote interests expression of policy stakeholders and improve the scien- tific and democracy of policy descision. Non-government organizations, as the interest speaker of some social groups, participate in political agenda setting in institutionalized and non-institutionalized ways and become a significant channel for policy stakeholders to express policy demands. However, the actual effect of NGOs＇ partici- pating in political agenda setting is less than satisfactory, the NGOs＇ are encountering system constraints, trust and survival plight. Therefore, starting from institutional, environmental and self construction, countermeasures and suggestions are needed to put up to improve present situation so as to play the function of NGOs＇ participation in political agenda setting.
