新型农村社会养老保险试行绩效探讨——基于宁夏南部山区L市的调查

Study on Trial Performance of New Social Pension Insurance——On the City of L in the Southern Mountains of Ningxia Hui Autonomous Region

新型农村社会养老保险制度是当前解决农村养老问题的重要制度保障。文章通过对L市即将步入老年的农民(未来养老保险的保障群体)及其子女(影响养老保险发展走向的群体)两个群体的参保态度分析发现:家庭结构制约农民参保意愿;缴费金额和农民经济收入水平相关性不大;家庭养老成为理想的养老模式;农民子女职业不同,倾向的养老模式也不同;子女养老压力与性别无关;子女对于父母参保越支持则越倾向于独立的养老模式;政府补贴+子女赡养模式成为年轻人理想的养老模式。因此,加强政府职能,发挥社会养老力量的参与,加强文化宣传有助于缓解当前的养老压力。

The new type of rural social endowment insurance system is the important system to solve the problem of rural old-age security. Through analysis farmers（ future endowment insurance group） and their children（ affecting endowment insurance development direction of the group） attitude about rural social endowment insurance system in L city found that： family structure restricts the aspiration of peasants to buy ginseng protect intend to; payment amount and farmers＇ economic income level correlation is not buy social endowment insurance; family endowment become the ideal model of pension; the young people who has different professional have different tendency of pension mode; children pension pressure has nothing to do with gender; the children who more support their parents buy social endowment insurance,more tend to be independent of the endowment pattern; government subsidies with the addition of child support model is the ideal model of pension. Strengthening the functions of the government,bringing the participation of social endowment power,strengthen the cultural publicity helps to alleviate the provision for the aged.
