Science and technology plan is a powerful means for the government to participate in science and technology management and to realize the goal of science and economic development. Facing the challenges of the new technological revolution and industrial revolution in whole world,our country has made a great decision thatrelying on professional institutions to manage scientific research projects.Most developed countries rely on professional institutions manage research projects,this paper analyzes and summarizes the characteristics of science and technology project management in developed countries,in order to provide useful reference for the implementation of reform of science and technology program in China.
