学校突发公共卫生事件应急能力指标体系构建 被引量:7

摘要 目的通过建立适合我国学校应对突发公共卫生事件能力的评价体系和指标,构建应急体系能力评估模型。方法在文献研究的基础上,采用德尔菲专家咨询方法和层次分析法相结合,经过两轮调查研究,24位专家对资源保障能力、资源配置能力、危机处理能力、善后处理能力等63个指标打分评价。完善并确立最终能力指标体系。结果此次调查共发放问卷34份,回收问卷34份,专家积极系数100%;两次问卷调查的专家权威系数分别是0.55,0.71,该轮主要研究第二轮结果(专家权威系数>0.7),预测结果可信性较强;第一轮总体指标专家的协调系数为0.1486(χ2=0.36882,>0.05),第二轮协调系数为0.2427(χ2=0.49356,>0.05),χ2检验无显著性差异,表示专家建议的协调程度不高,但一致性增幅不少,结果比较可靠;通过两轮专家问卷调查及咨询,最终确定学校突发公共卫生事件应急评价体系,包括4个一级指标,14个二级指标,45个三级指标。结论通过两轮德尔菲法调查和咨询,专家就资源保障能力、资源配置能力、危机处理能力、善后处理能力等63个指标打分评价,最终确定学校突发公共卫生事件能力指标评价体系,此次评估指标体系的建立对于评价学校突发公共卫生事件能力具有一定的指导意义。 Objective: To construct evaluation index system for public health emergency response capacity,especially get the public health emergency system and index suitable for our country school. Methods: Through literature research, using the Delphi expert consultation method and hierarchical analysis method, after two rounds of research, 24 experts to score evaluation of 63 indicators, such as support capability of resources, the allocation of resources ability, the ability of handling crisis, handling ability score evaluation. Perfect and establish ability index system finally. Results: The survey questionnaires were distributed 34, 34 questionnaires, experts actively coefficient of 100%; The authoritative coefficient of experts in the two questionnaires were 0.55 and 0.71, the second round is the main object of study results(expert authority coefficient〉0.7), forecast strong credibility; Coordination coefficient of the first round of experts to 0.1486(χ2=0.36882,〉0.05), the second round of coordination coefficient 0.2427(χ2=0.49356,〉0.05), chi-square test was no significant difference, experts suggest that represents the degree of coordination is not high, but a lot of consistent growth, the results are more reliable; After two rounds of Delphi expert consultation, it constructed the evaluation index system for emergency capacity, which contained 4 first-tier indicators, 14 second-tier indicators, and 45 third-tier indicators. Conclusion: Two rounds of Delphi surveys and consulting experts on 63 indicators of resource security capacity, resource allocation capabilities, crisis management capabilities, the ability to deal with the aftermath and other scoring evaluation, and ultimately determine the school public health emergency capability evaluation index system, this assessment establish indicator system for the evaluation of the school of public health emergencies ability has some significance.
