控制性详细规划层面的公共配套设施规划研究——以惠阳区白云南部片区为例

Research on the planning of public facilities in Regulatory Plan ——A case study of the southern area of Bai Yun Huiyang district

城市公共配套设施承担着居民的基本生活需求,是城市正常运转的基本保障。公共配套设施规划在总体规划层面是框架性、粗略、轮廓性的指引;而修建性详细规划往往以满足住区自身需求为出发点配建公共配套设施,由于受规模、配建针对性,住区公共配套设施难以满足中观层面规划要求。控制性详细规划是介于总体规划和修建性详细规划之间承上启下中观层面的规划,该层面的城市配套服务设施规划对于设施在修建性详细规划和规划管理中的贯彻落实有着极其重要的作用。基于此,文章以惠阳白云南部片区进行实证研究,探索控制性详细规划中公共配套设施科学合理的配置方法。

The city public facilities undertakes the basic needs of residents, is the basic guarantee for the normal operation of the city. Public facilities planning is the framework of the master planning level roughly, the outline of guidelines; and the detailed planning of the construction of settlements tend to meet their needs as a starting point of the construction of public service facilities, due to scale, with the construction of public service facilities in residential area, it is difficult to meet the requirements. Regulatory Plan is between the master planning and construction of detailed planning connecting between the meso levels planning, the level of service facilities in city planning plays a very important role in the infrastructure construction of detailed planning and planning management implement. Based on this, this paper takes Huiyang District Baiyun south area of empirical research, explore the regulatory plan of public facilities is scientific and reasonable method of configuration.
