“一组两会”屯级自治制度探究——基于对广西贵港市的调研

The exploration of "A set of two sessions" village autonomy system ——Based on the research of Guigang city

健全基层党组织领导的基层群众自治制度,加强基层自治组织建设,是国家治理体系现代化的必然要求。文章从广西贵港市探索推行的屯级"一组两会"屯级自治制度实践出发,通过实地调查,阐述其运行过程中出现的根基不稳、民意收集不全面、缺乏监督和人才匮乏等问题,并据此提出完善意见和建议,为更好地推进民族地区基层自治工作提供参考。

Improve the grass-roots mass self-government institution, strengthen the construction of autonomous organization under the grass-roots party organization leadership, is the requirement of the modernization of the country＇s governance institution. Based on the exploration of levels village of Guigang city in Guangxi autonomous region, we found its operation in the process of collecting, unstable foundations of public opinion is not comprehensive, lack of supervision, and such problems as lack of talent, through on-the-spot investigation of a set and two sessions village autonomy practice. Thus, some suggestions and opinions were given, to better promote grass-roots autonomous work ethnic areas to provide the reference.
