河南省公共文化服务体系建设的问题及对策

Problems and Countermeasures in the Construction of Public Cultural Service System of Henan Province

河南省公共文化服务体系建设虽然取得了重大进展,但是,设施布局不合理、投入不足、人员和资金短缺、重申办轻建设、供给不足等浅层次问题较为突出,智库制度建设滞后、工作方式方法单一、认识不到位等深层次问题值得关注。应从顶层设计、智库建设、人员培训、验收、评价、树立典型、政府购买服务、法人治理结构等方面入手加强河南省公共文化服务体系建设。

Construction of public cultural service system in Henan province has made significant progress. However, there are still such serious shallow level problems as inadequate infrastructure, unscientific layout, insufficient investment, shortage of personnel and funds, imbalanced input in application over construction and insufficient supply. Such deep level problems as think-tank construction lagging behind, rigid ways of working, and inadequate understanding are worth alarming. It is important to go about and strengthen public cultural service system of Henan Province from the following aspects： top level design, think tank construction, personnel training, inspection, evaluation, example setting, government purchase services, governance structure of legal person govemance structure and so forth.
