河南省经济增长与环境污染的关系研究

Research on the Correlation between Economic Growth and Pollution in Henan Province

河南是我国的资源大省,也是工业大省。近年来,河南省经济快速发展,人们生活水平显著提高。但同时,河南省环境污染依然严重,如何实现社会经济可持续发展已成为必须解决的问题。选取2005—2014年的数据,基于VAR计量模型针对环境污染和经济增长之间的关系进行了实证分析,结果显示,环境污染指标与经济增长存在着长期稳定关系,经济增长是加重河南污染物排放量变化的重要原因,而环境的污染对经济增长也存在着抑制作用,经济增长并不会自动导致环境质量的改善。因此,河南省要实现经济发展与环境保护的双赢局面,一方面就必须调整产业结构,深化产业升级;另一方面,要加强环境保护的立法、执法和监督工作,继续强化对环境保护的投入。

Henan is a resource-rich province in China and one with large scale industry. In recent years, economy of Henan has been growing rapidly and living standard rising significantly. Meanwhile, pollution in Henan has been a serious problem and it is a necessity to implement sustainable development of economy. Based on 2005- 2014 data, an empirical research of correlation between economic growth and pollution has been conducted with VAR model. The results indicate： a steady and prolonged correlation exists between pollution and growth; economic growth is a major causal factor of pollutant emission; pollution is curbing economic growth; economic growth is not leading to the improvement of environment. Therefore, to realizing a win-win situation for economic growth and environment protection requires economic restructuring and u ng; on the other hand, legislation, enforcement and supervision of environment protection needs to be escalated and reinforced with more input.
