平阳县产业技术创新的战略联盟研究

产业技术创新战略联盟是对产学研合作形式的进一步深化和探索,分析平阳县主导产业组建联盟的现状,认为平阳县目前存在着联盟数量不多且层次不高、联盟发展配套政策法规缺乏、联盟管理运行机制不规范、联盟技术创新能力不足等问题,推进平阳县主导产业组建联盟需要完善联盟组建的动力机制、建立绩效导向的联盟管理运行机制、探索联盟发展的多种融资模式和协同创新载体、加强联盟内部动态调整与外部合作交流、营造联盟组建发展的外部环境等政府对策。

Industrial Technology Innovation Strategic Alliance （ITISA） is the further deepening and explora- tion of industry-university-research collaboration. Combining with the current situations of leading industrial alliance construction of Pingyang County lack of supporting policies and , this paper points out various problems including insufficient quantity, low level, regulations for alliance development, non-standard alliance management operation mechanism and lack of technological innovation capacity. This paper also puts forward several governmental meas- ures, including： improving alliance construction driving mechanism, establishing a performance-oriented alliance management mechanism, exploring a variety of financing solutions and collaborative innovation platforms for alliance development, strengthening internal dynamic adjustment and external alliance cooperation, and creating external environment for alliance construction and development.
