胖头泡蓄滞洪区是松花江流域防洪体系的骨干调蓄工程。在特大洪水来临时,传统救助补偿方法难以保障洪灾救助,建立胖头泡蓄滞洪区洪水保险制度可分散风险及降低财政负担。但由于经济发展的限制,初期缴费方式应以低保费、低限额收费为宜,并建立相应的法律法规作为依据。作为松花江防洪工程的重要部分,洪水之后的处理工作同样重要。胖头泡蓄滞洪区洪水风险控制管理内容可分为5部分:洪水风险区划、社会经济区划、洪水灾害经济损失评估、洪水保险方案研究及综合管理条例研究。

Pangtoupao flood storage area is the key project of the Songhua River flood control system.When the flood comes,the traditional way is difficult to protect the flood relief.Established flood insurance system at Pangtoupao flood storage area can disperse risk and reduce the financial burden.However,due to the limit of economic development,the initial payment methods should be low fee,and build the corresponding laws and regulations as a basis.As an important part of the Songhua River flood control project,the treatment work after the flood is equally important.Pangtoupao flood storage area control risk management can be divided into five parts：flood risk compartment,social economic compartment,economic loss assessment of flood disaster,the study of flood insurance scheme and integrated management regulations.
