陕甘总督与清代新疆治理

The Governor of Shaanxi and Gansu Provinces and the Governance in Xinjiang Region of Qing Dynasty

陕甘总督是清政府在西北地区设置的最高官员之一。在新疆统一之前其主要负责军需补给与交通建设的任务,统一后则直接参与新疆治理,促进了新疆的社会经济发展,这主要体现在新疆经济开发、平定叛乱以及管理乌鲁木齐以东地区。光绪十年(1884年),新疆建立行省,隶属陕甘总督管辖,管辖范围从原东疆地区扩展到新疆全境,陕甘总督对新疆的治理得到进一步加强,这为新疆的稳定和发展奠定了基础。

The governor of Shaanxi and Gansu provinces was one of the highest officials of the Qing government in the northwest region. The governor,who was mainly responsible for the military supply and traffic construction before the unity of Xinjiang region,was the governor after the unity and this pushed the local social and economic development which was shown in some perspectives such as the e-conomic development,putting down the rebellion and governing the east of Urumqi region.In 1884,Xinjinag province was established and governed by the governor of Shaanxi and Gansu provinces,and the governing region scaled from the east of Xinjiang to the whole province.The strengthened governance for Xinjiang provides local stability and development.
