一带一路经济区跨境电子商务发展模式探索

Exploring the Cross-border E-commerce Development Model in the Belt and Road Economic Regions

经济因素与非经济因素的相似性、同构性及互补性促使一带一路沿线国家和地区突破行政区划限制,加强经济合作,并向经济区方向演进。然而,伴随着消费理念的转变,传统经济模式下有限的销售半径已经难以及时对应一带一路经济区的市场需求,发展跨境电子商务是必然选择。考虑到一带一路区域内经济往来频繁、网络合作平台匮乏和人民币国际化进程加快等现实因素,跨境电子商务平台可由第三方或者亚投行或者联盟搭建。无论搭建主体如何选择,跨境电子商务模块都必须充分体现区域经济特色,适应硬通货流通力度小、文化特色显著、语种繁多、宗教信仰虔诚等区域特点。为低成本、高效率打造优质跨境电子商务平台,在积极建设适应性强的各电子商务模块的同时,必须着力于相关配套建设,以保障支付安全,实现通关标准互联互通、境内仓境外仓有效对接、云计算和大数据全面介入,同时鼓励优质企业主导建设海外仓,强力推进跨境电子支付进程。

The similarity,isomorphism and complementarity between economic factors and non-economic factors makes countries and regions along the Belt and Road to breakthrough the administrative border to strengthen economic cooperation. However,with the change of consumption idea,the limited sales radius in the model of traditional economy can not meet the requirement of the Belt and Road economic regions,and the development of cross-border e-commerce is the inevitable choice for us. With the consideration of the special economic nature of the Belt and Road economic regions,the lack of online economic cooperation platform,and the level of RMB internationalization,the platform of cross-border e-commerce can be built by the third party,AIIB or the alliance. No matter what is the choice of the main players,the special economic nature of these regions should be demonstrated by the modular of cross-border e-commerce. To efficiently build the high quality cross-border e-commerce platform with lower cost,we should pay more attention to the development of supporting constructions to guarantee the safety of payment,realize the connectivity of clearance standard,the connection between domestic and overseas warehouses, and the introduction of cloud computing and big data,encourage more enterprises with high quality to lead the construction of overseas warehouses,and promote the development cross-border e-payment.
