摘要
对武器装备采办绩效进行评估,有利于发现武器装备采办过程中存在的问题,优化武器装备采办工作机制,提高武器装备采办成效,推进武器装备建设发展。以情报学理论为指导,运用文献调研和比较研究法,在阐述美军采办绩效与原因,分析办公室武器装备采办绩效评估基本情况的基础上,从评估定位的独特性、评估数据的客观性、评估指标的层次性、评估方法的科学性和评估结果运用注重积累5个方面,分析其评估特点,并对我军开展武器装备采办绩效评估提出了相关建议。
It is useful for assessments of weapons and equipments acquisition performance to find out the problems existing in the acquisition process,optimize its working mechanism,improve its efficiency and promote its development.Guided by the theories of intelligence science,by using the methods of literature research and comparative research,on the basis of acquisition performance of the US armed forces,the paper analyzes its evaluation characteristics from five aspects which include the uniqueness of assessment positioning,the obj ectivity of assessment data,the hierarchy of assessment index,the scientific nature of the assessment method and the accumulation in assessment result appli-cation,and brings out relevant suggestions on the performance assessment of PLA weapons and equipments acquisition.
